replace RSAT_home.cgi with index.php in multiple .cgi and .html files

Hi, for some time the landing page of RSAT servers has been index.php, right? However I noticed that many static HTML pages and some .cgi scripts still pointed the RSAT hyperlink to the old RSAT_home.cgi, which is out of date as it is not updated anymore, and contains a non-maintained publication list.

This PR:

• modifies RSAT_home.cgi so that it simply redirects to index.php, for backwards consistency
• replaces RSAT_home.cgi with index.php in multiple .cgi and .html files

I just checked the scripts, and it seems that they are all updated.
