Split Issue #289 into more manageable issues

There has been little progress in the week Issue #289 Implement server-to-client file transfer. There are three sections that would make good issues for the next few milestones:

• Research FTP and alternatives, then determine an appropriate option for the project.
• Implement file transfer support server-side (the "send" command).
• Implement file transfer support client-side (for receiving files).

This issue will be completed when Issue #289 is split and referenced by the children issues.
