Minor documentation fixes #62

Some small suggested improvements of README.md and NEWS.md. Notably, the latter still showed '(development)' for the released 0.3-3 version.

The angle brackets follow the specifications of Github Flavored Markdown, but could as well be dropped here I guess, since it seems that the rendering of README.md at the Github repo homepage highlights URL's anyway. The relevant part of this change was dropping the parentheses around that specific URL.
