Fix ci after cmake revert #177

Add CI tests. Add Dockerfile's that describe how the different tasks are achived.

I cannot seem to get building of the rpms to work. My guess is that it tries to download https://github.com/rscada/libmbus/archive/%0.9.0.tar.gz and that file does not exist.

I would expect the rpm that comes out of this repository to use the current repo and not the released version using a download.
