Add provider statistics / SMS send within current billing period #548

As feature request:
Some providers (e. g. GMX) show a statisics how many SMS have been sent in the 
current month and how many free SMS are still available.

It would be helpful to support such a statistics also for SMS sent via GSM. 
Many users have booked an SMS package on their mobile phone contract (e. g. 50 
or 100 SMS per month), so they need a chance to monitor how many SMS have been 
sent and how many free SMS are available in the current billing period.

Necessary data:
WebSMS need to know how many Free SMS the user has and at which day of the 
month the billing period starts.

In addition it would be useful to support a statistics, how many SMS have been 
sent by provider on the current day, week and month.

If this feature becomes available some other features could be supported. E. g. 
automatically switch of providers after all free SMS of one provider have been 
consumed switch to another provider. And if the SMS of the 2nd provider are 
consumed switch to the next...

please use call meter 3g. this app can handle it.
