CRUD for plugins apis in Consumer view

Create a form to manager the plugins api active in a specific consumer.

Example:

If the consumer is keyauth active plugin, there must be a form to manage his credentials (endpoint: consumer / consumer_id / keyauth).

For now, there are only two plugins with endpoints:

• basicauth
• keyauth
