try cuda builds again with build cache #106

and only using the spack build cache

@davidbeckingsale to keep you in the loop - I think we should provide whatever base version has a spack build cache - this will speed up build times, and it also means the container bases will be in sync with whatever spack considers to be "up to date." For our container here, that means just providing 20.04, at least until spack has a build cache for something newer.
