vMix has dozens of performance-related limitations. One is that if you have an input chain of a camera input CAM, an intermediate VirtualSet input SCENE (with CAM on a layer) and a Mix input OUTPUT (with SCENE in its output) and OUTPUT is configured for NDI export in Settings / Outputs, you get just a preview of CAM on NDI when neither of those inputs is in preview/output (of Mix 0) or if just OUTPUT would be in preview/output. The correct NDI export just works if CAM or SCENE are placed into preview/output.
Workaround: none, if you cannot place the inputs in the chain into preview/output.
Recommendation: stop exporting just a mini-preview image, at least if a flag is set which forces vMix to always output the content.
