fix issues with building the package

This PR does a few things:

• Adds the more up-to-date Dockerfile into the .dockerignore
• Updates Dockerfile to use contents of local directory instead of remote
• Updated packages so that the correct dependencies will be installed
• Updated string comparison operator which was previously causing Cythonize to fail
• Adds fault-tolerance for when log files don't exist
• Adds Cython to the requirements file
• Adds an entrypoint to the Dockerfile so that it can be used as docker run fixmorph:latest --conf=tests/insert/goto-label/repair.conf
