Navigating chrome-extension pages gets stuck

Issue Description:
When navigating chrome-extension pages, the navigation gets stuck displaying en 
empty grey page (see screenshot). As a workaround, if navigate is invoked twice 
in a row, it works.

Environment:
- WebdriverJS
- Chromedriver v2.7.236843
- Chrome v31.0.1650.48

The issue is easily reproducible on a specific google3 target.
