Create new dataset.xml snippets to handle new stream parameter name changes #20

From @kerfoot: "... with many of the stream parameter name changes in UFrame over the last 6 months or so, most of my XML templates are out of date. So, ultimately, they all have to be regenerated with new datasets and the entire ERDDAP blown away and re-populated"

The plan is to re-generate the templates in mid-february. The NetCDFs will also need to be requested so that they reflect the changes that have been implemented in UFrame.
