gem update --system added to workaround this error.

`require': superclass mismatch for class StringIO (TypeError)

This pull request is related to #2236. I've been waiting for Ruby 3.1.0 is available at Travis CI but not yet. Then I've decided to bump Ruby 3.0 and Ruby 2.7 versions.

Let me merge this pull request first since each #2240, #2241 and #2242 requires each other. I mean no pull request can be green yet.
