This issue is a placeholder to support https://github.com/rails/rails/pull/44570

Expected behavior

Oracle enhanced Adapter master branch which will be 7.1 needs support https://github.com/rails/rails/pull/44570

Actual behavior

Not implemented yet.

Rails version: main branch

Oracle enhanced adapter version: main

Ruby version:ruby 3.1.0p0 (2021-12-25 revision fb4df44d16) [x86_64-linux]

Oracle Database version: Oracle Database 21c Enterprise Edition Release 21.0.0.0.0 - Production

Rails 7.1 is in the wild. Any roadmap?
