This pull request enables Oracle Database 11g CI using GitHub Actions

Skip timezone-related tests which are expected to fail as ORA-01805 error
Keep the .travis.yml for the time being, it will be removed later
Skip bug report templates until Oracle enhanced adapter supports the latest Rails main branch
