W3C Test 9.3.6.a itemset element example fails manually FF3 and IE7 -- marked as passing #500

What steps will reproduce the problem?
1. Run test manually in either FF3 or IE7
2. Observe itemset element is not functional
3. Observe choice element is also not function under FF3 (ok in IE7)

What is the expected output? What do you see instead?
