W3C Test 3.3.2.c & 3.3.2.f fail due to lack of support for @src and @resource. #510

These tests both try to load instance data with //model/instance/@resource 
and/or //model/instance/@src. As neither of these features work, they both 
fail. This is in part what is causing issue 507 as well.

The xlink getBase is not being called when the base attribute has a value of " 
". The
processor is not seeing this as "not set". Added a clause these tests pass as 
well as
issue 507. Fix coming tomorrow.
