Selenium driver page for test 11.11.4.a is not viable and reports false negative #597

The W3C test case 11.11.4.a requires that the host machine be disconnected 
from the internet. Unfortunately, as far as I can tell, there still isn't a 
command for pulling out the network cable in Selenium yet. So the current 
driver page, which just deliberately fails with a bad assertion, registering 
a false negative against UXF conformance. I propose that this test be removed 
from the list of those executed by Selenium.
