Add rskip to propose new phase in Powpeg election that can prevent moving funds to a non-spendable Powpeg redeemscript.

TODO:

Perform actual calculations for size of funding tx
Verify need of multiple records for new elements in storage
Verify validation duration. rationale: we don't want activation to happen while we are still waiting for the SVP Proof
