Repeated re-exits of the same user #2

1. Delete a user from Active Directory
2. Run sync.  It reports the user is exited successfully.
3. Run sync again.  It reports the user is exited successfully.

It should never retry a user who has been deleted (e.g. is no longer in the
filter criteria).
