This should make bans and mutes much more effective against a user who is punished, connecting to the game on a new IP that was not previously in the KnownIps of the user, but who had forgotten to also clear their cookies with their user ID, allowing us to also go and ban that too. Also the bans / mutes packet finally make use of the intId as they should
