Feature/acc 15 ef core add remove migrations #23

Added 'migration' command for managing EF Core database migrations. If anyone has suggestions on making the 'data project' file path searching more generic (or even a better way to interface with dotnet ef) I am more than welcome to hearing them!

Addresses issue #15
