This PR replaces #60, but is somewhat more thorough. These changes are needed in order to use Peertalk in apps with a low deployment target. By setting the deployment target for Peertalk as low as reasonably possible, other developers are free to choose deployment targets for their apps, without being limited by Peertalk.
