I think it's time we had a build job for OpenCV in Ubuntu 18.04

Yeah, I had checked the ffmpeg-build-scrip before to see if it supports 18.04, they have a Travis Build for xenial, Dockerfile for 18.10 and in Readme it's written Debian and MacOS I thought why not try it out, it should work since everything is the latest version
