Update WA_HYDRANT to a. Delete MAX_FLOW_RATE b. Change STATIC_PRESSURE to STATIC_DESIGN_PRESSURE c. Change length of LOCATION_DESCRIPTION

Marian should do this at the city and let us know so we can be consistent.
