Adding photos: not displaying #33

Photo appears to be added, but unable to view it. (in COB DEV) Steps to recreate: 1) open an existing new hydrant 2) click on photos 3) choose file - select file 4) click upload images - get 1 file loaded message 5) view the photos above and they are blank addphoto3
