Sample: need ability to add a new sample to an investigation #60

Need the ability to add a new sample to an existing investigation. I have a test investigation with no sample and when I click on the sample button nothing happens.

fixed, need to clean the data, some records in the reference table (between sample and investigation) have Sample_ID null.
