css comes up empty #200

I have been on this for days.. When the page is loaded Firefox show in the error, stylesheet could not be loaded because MIME-type is html/text instead of css/text. Attached is the structure of my app and the code for my asset handler.. Please a quick help would be appreciated... layoutpic
