sinatra-assetpack have some problem refreshing css #52

when imported sass/scss is changed, it won't recompile until the main sass/scss is changed
when uglifier or nodejs not installed, rake precompile_asset uses 500 error pages for compiled assets without warning
rake precompile_asset doesn't refresh if there exists compiled assets

+1 regarding the "assetpack:build doesn't refresh if there exists compiled assets" bug

1 - It's using the precompiled files to compile missing files 2 - It's never overwriting precompiled files 3 - The version number doesn't necessarily change, even if the content of the file has changed
