Make rstcheck extensible #8

Hi, have you considered implementing a plugin infrastructure for this project? This would enable others to add extra rules that may be specific to their projects. One use case is requiring the alt attribute to be always set in images. It could be something that's out of the scope of this project but is nevertheless useful for tech writers.

This does sound like a very good idea to me.

After the restructuring rstcheck/rstcheck#95 a plugin system may be possible. I am currently thinking of a system to add regex rules, which rstcheck can run against the source.
