Improvements in 'week-in-month' to correctly interpret `W` field pattern #5

This ensures that the W field pattern emits the correct week-in-month numerical value for any supported locale. This adds CLDR datasets that pertain to locale parsing/normalization and weekStart DoW values for all territories.
