[FR] bs4_book: make table of contents on the right appear conditionally #1177

See e.g. https://devguide.ropensci.org/index.html: on that page, I'd like to not have the "On this page" in the top right corner as there's nothing below it.

The TOC should probably also omit the H1 as that's the chapter title :thinking:
