feat: Add `--bs-component-active-{bg,color}` CSS variables #1050

Adds two new CSS variables:

--bs-component-active-bg reflects $component-active-bg
--bs-component-active-color reflects $component-active-color

These CSS variables arguably should be part of Bootstrap's CSS vars. At any rate, we tend to use the variables frequently in shared components for primary accent colors.
