re-enable Actions #26

Also adds a few build systems to R CMD check and adds a "hard" check to make sure we only use Suggested packages conditionally.

May be a few hitches with Actions shutting down a model's server instance, IIRC.🫠🏄

Okay, Actions are good to go! Was concerned about the Ubuntu devel check time but looks like it was just a cache needing initializing (44m in 7e2edb6 to 7m in c9f122e). Thumbs up from me on merging if these look good to you, @juliasilge!
