user hint to prefer renv over packrat for new projects #596

Since not everyone knows about renv, I think it should be mentioned in the README that renv is the successor of packrat and recommended for new projects over packrat.

Maybe the packrat deprecation note should also be added to the packrat website, not just the REAMDE.
