Verify board_local() location #406

Is cache actually the correct location?

It's definitely wrong. Need to change default to use data dir, and on first init of board_local(), need to offer to move to correct location (see gargle for sample flow/feedback).

Changed to data dir; but plan now is not to move, but instead create board_local_legacy() or similar.
