Add `workflow_dispatch` to render homepage workflow #16

I added/updated hex logos in the grading packages and it'd be nice to be able to rebuild the homepage without having to commit to the repo to trigger the rebuild.

Thanks for the idea. It will be useful indeed to trigger a manual build on some doc site update.
