add support for sles15sp5 #182

This PR adds support for SLES 15 SP5 / OpenSUSE 15.5 using the developer documentation in the README.

Needed for https://github.com/rstudio/connect/issues/23985

There are a few CI failures with R-devel on other distros, but they're unrelated issues that can be ignored here. Looks good to merge.

@gaborcsardi The R-devel errors are with libdeflate on Ubuntu/Debian again, so we might have to revive https://github.com/rstudio/r-builds/pull/185. I'll open a separate issue for that. (https://github.com/rstudio/r-builds/issues/194)

R binaries for SUSE 15.5 are all built now. I'll get an update for docs.posit.co in soon.
