Update all references of packagemanager.posit.co to p3m.dev #857

From a recommendation from @bdeitte in our Snowflake Workbench deployment. We should move all references from packagemanager.posit.co to p3m.dev. This should be a find and replace since it is the same site.

Consider also configuring the /etc/pip.conf since we are already configuring things on the R side.
