Pandoc 3.1.7 new citeproc for LaTeX breaks some formats #550

It seems some templates are broken because recent change Citeproc impact on LaTeX template.

Probably cause: the class is loading natbib and so expect it to be used. New citeproc system uses \bibitem which is also a citeproc command, so it conflicts when CSL is used.
