For a while, shinycoreci-apps tests are not executed on the following builds consistently

[ ] Mac 3.6
[ ] Mac 3.5
[ ] Mac 3.4
[ ] Win 3.5
[ ] Win 4.1 (Intermittent)
[ ] Win 4.0 (Intermittent)
[ ] Win 3.4 (Intermittent).
Check the following highlevel snapshot of our test results from ~ Dec 1 2021 to ~ Jan 7 2022 (The circles in the black are the builds that are not run)
I have the noticed the reason (probably) for all the Mac builds failing is due to failure installing Rcpp and the Windows builds are due to the random timeouts (this happened before too and not a new issue)
