DOCS: move from sphinx to quartodoc

my minimum requirements to swap from sphinx to quartodoc:

• [X] build docs in quartodoc
• [X] update makefiles to use in CI
• [X] remove sphinx artifacts
• [x] add version swapping between latest/stable

In current docs, there are not full names of types coming from the typing package, whereas in quartodoc there are.
