Update configure script and use OpenSSL 1.1.1

This PR does the following:

• Uses OpenSSL 1.1.1g on Windows and Mac.
• No longer leaves files in the temp directory, as requested by CRAN.

The changes are borrowed from the OpenSSL package. https://github.com/jeroen/openssl
