Add Tests Workflow #7

It would be nice to make sure one merge will not break apart whole project, especially make changes to established results / algorithms in a way it won't be easily spotted. It's not a core of the project, but could potentially help:

Incorporate Github Workflows?
Implement tests, especially for river wrappers

I think we can close this issue - dunno why automatic close didn't work but - #13 is already merged
