[Contact List] Personal Email is still a required field in validation upon add/update

Describe the bug A clear and concise description of what the bug is. Personal Email is still a required field in validation upon add/update

To Reproduce Steps to reproduce the behavior:

1. Go to contact list
2. Click on an employee
3. Click update
4. Input all required fields message for personal email even if it no longer has an asterisk *

Expected behavior Personal email should not be a required field.
