[Resource Planner] Allow VL filing past VL date #676

Describe the bug Remove the checking where one can only file VL in advance. Allow VL filing beyond VL date.

To Reproduce Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error
