[Action List] Closing an action also closes other existing actions

Describe the bug Closing an action also closes other existing action. 3 actions refer to 1 3C REF_ID. Closing 1 action closes all 3.

To Reproduce Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Updated sp_UpdateActionLists

• comment out update query which closes all action items related to the same 3C
• added select query to check if all related action items are closed before closing the 3C
