[Pictures] Allow pictures to be hosted as static files in IIS #691

Describe the bug Allow pictures to be hosted as static files in IIS. Add option to set if picture path is network or http.

To Reproduce Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error
