Add missing build file for rsyslog_dev_pkg_base_centos and rebuild docker machine
Due compatibility issues with centos7 yum for centos8 mock, added docker configuration for centos8.
Switched to python3 in rsyslog/rsyslog_dev_pkg_buildbot_centos
