For ChangeLog, link to github #18

To avoid manual maintenance, link directly to the github ChangeLogs (which are obviously automatically correct). Then, we can also link to each of the stable versions AND master branch (as "devel").

A sample link for v7-stable is: https://github.com/rsyslog/rsyslog/blob/v7-stable/ChangeLog
