Add Fort Carson mine to issue#85 #519

making an issue because itll be time consuming to go through all the steps to include this jobs into #85 properly.

This is what there is to do:

[ ] Create every doors;
[ ] Create every factions (DB and skins(UpdatePlayer or so?));
[ ] Create every vehicles;
[ ] Test/Reposition/Repaint;
[ ] Double check & update previously manually obtained coords;
[ ] Send IC/IG letter to every concerned factions;
[ ] Make sure SFMP doesnt give weapons to lvl 1;
[ ] Create every missions;
[ ] Test every mission;
[ ] Add factions colors in script;
[ ] Add factions /signup pickups and menu;
[ ] Add factions /work pickups and menu;
[ ] Test factions pickups and menu;
[ ] Test every missions entry in /work menu;
[ ] Add to Employment Center menu; Done :D
[ ] Test Employment Center menu;
[ ] Test that factions are being charged for the missions;
